WCC applet administration not loaded in 11.1.1.9

The applet administration is not loaded in WCC when I use https connexion

The error appears when I have 11.1.1.8 version of WCC. In the oracle community, It recommands to use version 11.1.1.9 to fix its bug.

Then i have upgrade my version to 11.1.1.9 but the bug still exits,
