Receive Error upon creation and changes to a Task

We are running 11.5.10 and just started receiving an error when making changes to a Task or creation of a new Task. 

The error is -- ORA-29861; domain index is marked LOADING/FAILED/UNUSABLE

I  have already followed the steps in Doc ID 306854.1.   - Troubleshooting Service Request Error - The two Index names have a status of VALID.    We ran the "Service Request: Synchronize Text Index Program" in DR mode and it completed normally with no errors.    Ran "Service Request Synchronize Index" in SYNC mode and it completed nornally.   Still receiving the error.

Any suggestions before I open an SR.
