Taxpayerid (jgzz_fiscal_code) at header level - validation in R12-12.2.4

How is the taxpayer id (jgzz_fiscal_code) in The Customer webpage (at header level) validated in R12 - 12.2.4? Which api is used to validate this field when user tries to update this field from front end screen?

For few of the taxpayerid's we are receiving an error message as "Invalid taxpayer id".
