TFA installation in the Database home

Hello,

I have noticed that with oracle 12c, tfa is installed and configured in the grid home. In the Oracle home for a standalone install tfa directory structure is there but not installed. Should TFA be installed and configure for Standalone Oracle installations or should it just be for RAC installations?
