EEE v5 Install - Cannot find EBS DB on Port 1521

I have installed EBS 12.2.4 as well as the Oracle database that includes VISION data.

I am currently trying to install the Endeca Extensions (EEE) and am running into an issue while creating the JNDI data source... when attempting to telnet into the port of that instance it says 'connection is closed by foreign host' but I know the database exists and has data in it.

I tried to flush the IP tables and specifically open that port but as far as telnet is concerned, it didn't do anything.

Have you seen this before? Anything I can do to get through this? Need more information from me?
