Load Vertex Sales Tax Q Series rate file - new R12.2.4 install

Hi EBTAX gurus,

Can you please provide the BEST, MOST STRAIGHT FORWARD reference document listing the step by steps for uploading THE INITIAL Vertex Sales Tax Q Series Rate file?  Oracle EBS Rel is 12.2.4.

This is NOT an upgrade.  This is a FRESH INSTALL.  This is a RATE FILE ONLY implementation.  I am NOT implementing the Vertex tax engine application / software.

I have implemented Vertex O series in Rel12.1.2 *WITH* Vertex O series tax engine. I know how to load the Vertex Tax rate file when the Vertex tax engine is installed, but have not worked with Vertex when only the tax rate is deployed.
