E1 Page ZIP File Creation Error

When running the E1 Page generator the ZIP file doesn't create.  I've moved java.exe and java.dll, as well as zip.exe into the E1 Generator folder.  I've installed JDeveloper Studio 12.1.3 and copied the ZIP.EXE file from the directory there into my E1 Generator directory.  (E1 Generator 5.0.5)  When I run the generator the log file has the following error message:

"zip error: Invalid command arguments (use -x or -i after name of zipfile)

16"

I've had this problem since 4.1.1

Is there another version of the ZIP.EXE I need to be using?
