Can you roll back status code next = 999 to 620 if missed sales update? Realizing the Order Activity

Is a closed sales line of 999 next status allowed to be changed back to 620?

I cannot in P42040 receive error not set up in Order Activity Rules and I cannot in  P4210 as field next status 999 not accessible to change like other lines not at a 999.
