EBS 11.x Attachments

I am working on setting up attachments on a custom form.  I have attachments enabled but here is the situation I am working on resolving.  Any guidance is appreciated!

This is what I am trying to accomplish via Attachments.

The business unit will be scanning in the commission payments.

The plan is to attach the URL to the Receipt Batch table, and not each individual receipt in the batch. (Cash Receipts table)

There is an inquiry only form for users who are not allowed to access the receipt batch form.

The inquiry only form lists uses the Cash Receipts table not the Receipt Batch table where the attachment is located.
