Minimum Setup for Warehouse Management

This may be difficult to answer in this venue.  The company I work for has Warehouse Management installed, but is not using enough of it to see the benefits.

As I go through document 654390.1, I see that some setup is in place, but some isn't. 

I doubt I could sell management on the need to measure every part.  Is that a deal breaker?  I'm assuming that locations would need to be measured and set up at a minimum?

I know this question is somewhat vague.  I would like to tell management the level of effort required to see the value of Warehouse Management.
