Maintenance Management: What causes the "Create Work Order" button to grey out when viewing a Servic

Hello!

When I create a service request and hit save the create WO button is lit up and clickable. However, when I leave the service request and try to pull it back up, via either Service Request Inbox or Agent Service Request, the button is greyed out. What triggers this button to grey out?

I am working in PS 9.2, and my login has complete security access across all MM features.
