Work confirmation in PO is not being enforced when matching with invoice

PO for service is available for matching in invoice even when work confirmation is not created. I expect that only the milestone confirmed should be available for matching on the invoice workbench.

What can be the issue? I have checked the document style and couldn't figure it out.

Please assist.
