SQL script to find budget data for particular budgets

Does anyone have an SQL script that will give me budget data for Oracle 11.5.10.2 which includes the user who made the last update to a budget or the person who posted a budget.

  I have found these tables and assume these should all be part of my script

gl_balances
  gl_all_enc_types_view
  gl_budgets_with_dates_v
  gl_summary_combinations_v
  gl_code_combinations_kfv
  gl_sets_of_books
