How to troubleshoot to make the web instance up?

Hi,

We face a problem as attached in the screen shot, one of the instance  shows as down. Im unable to restart or open this instance to make it up. Can you please guide how to deal with this issue.

Application Release: E900

Tools Release: 8.9.42
