Storage Management ! can we think in 11g just like 12c

Hi guys,

I'm working on a project to create an automatic storage management program. this program will be responsible on moving the segments across all table-space.

my question is:

which query should I use, to decide that this segment should be moved to hot-tablespace (SSD) or stay on (SATA Disks).
