what roles does a user need to reverse replication

I have created a workflow that reverses the direction of a replicated Project but, am stuck trying to figure out what roles to give a user. I get the error "You are not authorized to perform this action." when I run the workflow. The account I setup has the following Role Scopes;

Project and Shares <--> changeGeneralProps

Workflow <--> read (Execute workflow)
