Access of form to change the transaction control date

Hello Team,

We noticed that whenever there is any change on task and project start date,  Oracle does not update date for transaction control and still refer the same old date.  Sometime, this does not allow team to enter the transaction as transaction control start date might be in the future.  Therefore we would like to give them access of form to change the transaction control date.

What form function should I be adding to the responsibility ? Currently team manages project using the self services forms.
