What is the logic behid On-Time Performance (On-Time,Early and Late)?.

How system calculates the supplier on time performance and decide on early, late and ON time.

Does it consider "time" in addition to date to calculate the Performance? I have a PO on which due date was 3rd july and we received it on 2nd july still it being considered as On time and not early?

one more case is due date is "30-Jun-2015 01:00:00 " and we received at 30-Jun-2015 20:49:33, but still it consider it as on time.

Where we set these tolerances to consider a delivery as on time or early?
