When Project type "Capital", PO level Destination type"Inventory" Project LOV is not visible eventho

When Project type "Capital", PO level Destination type"Inventory"  PO distribution level Project number not visible in  LOV  even though we implemented Project manufacturing

Is this standard behaviour in 11i and R12?

If any change between 11i and R12 explain the same.

Note:- We are not using EAM, Asset tracking..
