Planning 'Import and Export' provision

In Planning one of the features available for data uploads is 'import and export' available through the workspace - but this is only available when the user is provisioned as an 'administrator' to the application.

Right now no other provisions (Planner /  Essbase write access / Interactive user / Ad hoc..) allow the upload feature to be available to the users.

We needed this to be provisioned to other users (not as administrators) - because we have a lot of inputs into being done into planning across many users.

Doing a refresh > submit for dozens of sheet takes a lot of time.
