Problems with RAC Clusterware upgrade to 11.2.0.4

I am upgrading a 2-node RAC cluster from 11.2.0.3 to 11.2.0.4 on Windows 2008R2.  I started with the grid upgrade but appear to have hit BUG 17927204 as described in Doc ID 1987371.1  I am now attempting the recovery procedure as described in this document, but there are some instructions that are confusing.

I have followed the instructions as per the article and have got to the point of running the config program to reconfigure cluster services after patching the new grid home to patch 17.  I am given two options - Configure grid infrastructure or Upgrade Oracle grid infrastructure.  The article does not say which option to choose - I would expect option 2, but this says it cannot detect any existing grid infrastructure.
