Wrong PO Action History when using DELEGATE action

Hello! We are getting errors for a specific situation when trying to approve PO. We are running EBS 12.1.3
Please can somebody try to reproduce it because i am not able to find any note for this.

Reproduction steps:

1. Create PO. Submit it for approval.

2. PO goes to user A. User A open notification and reassign it to user B (button Reassign -> choose Delegate your response)

3. User B get notification and make Request Information to user C.

4. User C didn't respond to notification. It canceled because of timeout.

5. New remind notification creates to user B. He try to approve it, but get error.
