R46171- Quantity Remains error

Occasionally, the client needs to transfer inventory that is already hard committed to sales orders.  Once the item is transferred we run R46150/R46171  for the order and get the error is given "Quantity Remains" Remaining Quantity cannot be picked.  I assume this is because the request/suggestion is looking at the location on the sales order and the inventory is longer there.  Can anyone recommend an approach to this issue?  Do we have to update the SO with the new location and resuggest?
