Pick Pack and Ship - Is it possible to create an empty pallet via P4620?

Using the P4620, is it possible to create an "empty" pallet (pallet containing no cartons nor loose items) record in the F4620 for a shipment?

It appears you can’t create a new container without moving something into it, be it another container or items being shipped.  Is this a correct statement?
