Move order over allocation issue after RPC2 patch installation

Team,

We are on R12.1.3 and are planning to upgrade to RPC2 next month. As part of the RPC2 patches, an inventory patch (# 20187255) was also applied which started an issue in our test instance and we want to check if anyone else has faced this issue earlier.

Issue:

When we click on allocate button on 'Transact move order' screen, system is allocating all the inventory available in a particular lot. More weirdly this issue is happening in only one Inventory org.

Example: item A has 45 units in Lot XYZ. A sales order was raised for 3 units of item A. The sales order was pick released from Shipping transactions form and the next step is to transact the move order. The move order number was queried on the transact move order screen. The requested quantity showed 3 units. Then we clicked on Allocate button. System pulled all the available 45 units and allocated against this move order which is very strange. In PROD the allocation happens properly but in the test instance where RPC2 patch is applied, we see over-allocation
