Database connection could not be established while upgrading to 12.2.4

Hi, I am installing EBS 12.2.4 in upgrade mode using 12c database 12.2.0.2.0, installed all the database prereq patch, I am getting the below errors, kindly advise

DB service_names Check
Database connection could not be established. Hence DB service_names Check could not be done. Ensure to add ebs_patch as an entry in Database service_names parameter before proceeding.

Database connection could not be established. Hence this check could not be done. Ensure that database SID given and the database name     (select value from from v$parameter where name='db_name')
are same in order to proceed with the upgrade.
