DRP plan is recomending transfers from A-->B-->C and also A-->B-->A

Hellow All,

We are running DRP plan and DRP plan is recomending transfers from A-->B-->C and also A-->B-->A

for example

A is requesting from B & C in the week of 18th Aug
A is outbounding to C in the week of 21st OCT

This is not an expected behaviour from DRP, We need your expertise to fix this issue. Business is so concerned on this issue.

Our current plan horizon is 15 weeks and our inventory surplus days is 60, we also changed for 9/90 and no luck, still getting the issue.
