Is it Possible to restrict the search for candidates in the recruiter responsibility by nationality?

Hi All,

I have a requirement given by the client to restrict the search for candidates by nationalities, it is a multiple business group environment and in each country there is a recruiter that is  allowed to see only candidates of his nationality. i.e: Recruiter in UK should only see candidates of British nationality, Recruiter in France when searching for candidates based on any criteria the system should only display filter results among the French candidates only.

Currently Oracle standard search engine in iRecruitment  recruiter responsibility works on all candidates who created profiles on the iRecruitment external site. Is it feasible to achieve this requirement through custom security profile or any other solution?
