Why can't I get past zlogin -C zonename

My zone is booted and I can ping it.  When I execute zoneadm list -iv, it says it is running.

I get port 22 refused when I try to ssh to it.  I get no response back at all when I zlogin -C zonename except to tell me I entered the zonename console.

What happened is I changed the IP address of my server where the zone resides.  I've done this many times with other servers.  Once I changed the IP address of the server, I then change the IP address of the container using zonecfg -z zonename.  Once I do that, I zlogin -C zonename to change the IP in /etc/hosts.  It has worked before numerous times.  I can't understand why it doesn't work now.  I can't think of anything else that might be missing.
