11.2.0.4 inserts

Simple insert test runs consistently in 18s in 11.2.0.2 (on old hardware).

On my shiny new 11.2.0.4 the same job runs in 28s.  (faster hardware)

I'm just wondering, in general, if this has been observed by others.

All the time is spent in CPU, but the CPU is < 1% used.   This seems like a bug to me.

I have an SR, but nothing good happening there so far, but it's early.
