Generate Draft Revenue for a Range of Projects finds no data

Why does the PAGDR process for a range of projects not find any revenue, but when it is run for a single project, it does? The operating unit wants to be able to generate revenue on demand. For my last billing implementation I set up billing cycles with 0 days, and this seemed to work. Now when someone in another operating unit has those same setups, the range of projects program does not generate any revenue. How do I fix this? I know it has something to do with the billing cycles.

I can walk the users through doing it project by project for the first time, but I don't want them to have to do this every month.
