Dispatch Board tooltip is not working in siebel 8.1.1.14 HI and OPen UI

Hello,

We have upgraded to siebel 8.1.1.14 Patchset 6.

We observe that in HI, dispatch board tooltip doesnt come up whereas all the user properties on applet and BS are present.

In open ui the tooltip comes up, but the field labels are in chinese.

Request any help on this.
