Workflow issue

I have created a work flow called "Test Opp," where I would like to receive an email notification when an opportunity has changed from 50% to 70%. However, I have not received an email notification when this has happened.




Work flow rule I have put is: [<Owner>]="Jessica Barlag" and [<Probability>] = "70 and PRE ([<Probability>] = 50)"


Has any one any suggestions?
