ODA upgrade database to 12c

We are going to upgrade our ODA 2.10.0 BM V1 TO 12.1.2.3.

The database version is 11.2.0.3.

Patch's readme 20690087 (ORACLE DATABASE APPLIANCE PATCH BUNDLE 12.1.2.3.0), item 3.1 (Applying 12.1.2.3.0 Patch On An Existing ODA Deployment) is confusing.

Is there any dependency between item 9 and 10? I mean, do I need to update the database to 11.2.0.3.14 first and then upgrade to 12c?

My idea was upgrade our 11.2.0.3.13 database to 12c skipping item 9.
