The moment of configuration of the application on the "WebLogic ServerAdministration Console 12c" and on the connection test to service of SCAN of the database.

Present the next error:

Error oracle.net.ns.NetException: Listener refused the connection with the following error: ORA-12520, TNS:listener could not find available handler for requested type of server

Error Substituted for the exception oracle.net.ns.NetException which lacks a String contructor, original message - Listener refused the connection with the following error: ORA-12520, TNS:listener could not find available handler for requested type of server
