Query in Position hierarchy

we are 12.1.3.  Purchase Order approval is using Postion Hierarchy. There are some 4-5 Hierarchies  which will cater to different path. Created a new Path with  only three approvers. Ran the Fill employee Hierarchy. New Hierarchy is visible in the Purchase Order approval , But forward to is null ( meaning it is not getting the next approver from hierarchy). This has been working well for the existing PO hierarchies  but not new one.Checked all the setups . everything works fine . Any help in this issue is appreciated.
