Nodemanger service status is running but listen port don't up

Hello

I hava an environment that use Oracle WebLogic Server (WLS) 10.3.6 with Oracle JDK1.6.0_45 on MS Windows 2008 R2 (64-bit).

I configured Nodemanager as a Windows service (automatic start), and use WLST script to connect this Nodemanger and start AdminServer and managed servers.

I face a case about Nodemanager use long time to set port up (20 - 30 minutes) while Nodemanger service in TaskManager is running after reboot the OS.

I checked 'nodemanger.log', it look like:
