US_PAY Link SIT_RS based on employee residential state

Hi,

We have employees live in two states. Currently SIT_RS element is costed to one account. We would like to cost this element into two different accounts based on the employee's residential state. Can anyone share their knowledge on how to cost this element based on the state?
