Is there a way to prevent firming / creating / releasing planned orders

Hi, experts:

We have several plans which are used for analysis, backup, testing, etc. There is one plan the planners should be working from to release orders.  We want to ensure that if they go into one of the analysis plans they don't utilize it as if it were the production plan.  Is there a way to prevent actions in the workbench?
