Standard manager actual and target are different

Actual is equal to running


standard manager log shows,

Oracle error -20001: ORA-20001: Oracle error -12705: ORA-12705: Cannot access NLS data files or invalid environment specified

has been detected in fnd_global.set_nls.set_parameter('NLS_TERRITORY','SINGAPORE').

has been detected in fnd_global.set_nls.

Shutting down Concurrent Manager : 02-AUG-2015 03:58:22
