Why OM is in offline state on one of the siebel server.

We have two siebel servers and OM is configured at enterprise level for both servers. But OM is in offline state on one of the siebel server.Getting below error in log file after only server restart:

GenericLogGenericError10000000555ac042c:02015-07-20 10:49:40(smiworkq.cpp (514) err=1376460 sys=6) SBL-SMI-00204: Internal: The maximum number of Work Queue threads (20) cannot exceed the maximum number of concurrent tasks (4).

Not able to figure out the possible reason .Also searched on support but cannot co-relate with Doc ID 477442.1 .Because it is working on one siebel server perfectly.
