How do you create the Reporting Group for the ACA?

Hello,

I am reading the patch readme for the ACA Phase 1 patch.  I am on step 4 part 1.  I am selecting the new plan regulation Patient Protection and Affordable Care Act.  I select the Regulation but we do not have any Reporting Groups set up.  How do you set up the reporting group for this new regulation?  What is the regulatory plan type?
