BI Publisher RTF Template Does Not Repeat Table Headers At the Top Of Each Page and Does Not Prevent

We are running an EBS embedded BI Publisher 5.6.3, which seems to be the same as standalone 10.1.3.2

My desktop version is  11.1.1.7

When I test my template on my desktop version my table header does not break across page, but when I run it in EBS is does.

I have 'Repeat as header row at the top pf each page' checked, 'Window/Orphan control' checked, 'Keep with next' checked and 'Keep lines together' checked

I found out that Oracle released patches for an unpublished bug #6270261 was corrected, i.e. note "Unable To Print Table Header Row On Every Page In RTF Output (
