OKS Credit Memo gets stuck in AR

I should be able to terminate a Service Contract and send credit memo to AR.  Service Contract was created from Order Management and was paid in full.  Billing History on Service Contract shows Invoice created from Order Management.  Service Contract terminates the contract - send information to AR - AR is anable to process  - receives this error.  Errors:   1) Unit credit memos can only be applied to invoices that use rules.
