How do I configure a remote listener on REHL 5.11 Oracle 12.1.0.2 SE to connect remote db on REHL 5.

I would like to configure a remote listener for some of my databases.  I've configured LOCAL_LISTENER and REMOTE_LISTENER on the target DB. I've added the remote listeners address to tnsnames.ora. I've created the remote listener.

What do I need to do to the tnsnames entry of the db to use the remote listener?
