Budget Transfers in Project Costing

PeopleSoft 9.2, PUM 11, PeopleTools 8.54.04

Budgets are being set up in the Project Costing Module for capital projects.  Budgets are not set in the General Ledger (ACTUALS only).  The PC module has no customization.

Is there a delivered method/process to transfer budgets from one project to another?

The volume of transfers has made the manual method very time consuming.  Attempts have been made to use the PC_BUD_DETAIL_CI to load the rows, but we can't get past SOAP errors with that method.  Any information would be helpful.
