Multiple Change Commits associated with one Commit and one Pay App?

Can you add multiple different Change Commits all associated with one Commit and one Pay App?  We have a current Commit, Change Commit, Pay App sequence that works well, but the Change Commit only handles a Change Request process. We also issue Site Instructions and can receive Claims, which both result in changes to the contract. Can I have 3 Change Commit BP's in one shell, all operating on one SOV?
