Cannot close project due to approved cost budget plan type. But cannot find any content/drafts in B

Received two different error messages when trying to close this project:  'Financial Planning options have been defined for this project.' and 'There is a budget for this project.'  Go into Budgets and cannot find a draft Approved Cost Budget.  Go into HTML Financials tab and see Cost Budget plan type with all zeros.  Delete this plan type row.  But still cannot close the project.  What is needed to be able to close the project?
