Sales Quote Related Orders

We are attempting to use sales quotes for configured items.  Most of our items have P-rules that are set to generate a related purchase order.  Document 1558008.1 explains how to create sales orders from quote orders.  Under "Configured Item FAQ", question 1 explains how to set the commitment processing option so that the system will no create a work order for W line types.  Is there a way to also prevent the system from generating the purchase orders?
