Lost budget comments after using LCM tool Hyp Planning

We recently used the Hyp Planning LCM tool to migrate all artifacts from one app to another.

The budget comments are still viasable in the hsp_cell_note_item table but it seems that the note_id field doesnt match up with the dimension location table id in hsp_cell_note.

Anyone seen this before? Our users have lost all visability to existing budget comments (pre migration comments). Any new budget comments entered are showing up as expected, just lost the old ones.
